Dear [Manager’s Name],

I respectfully request approval to attend the Municipal Special Events Summit (MSES), hosted by the Municipal Special Events Association (MSEA).

MSES is a national conference focused on advancing how cities plan, permit, manage, deliver, and protect special events safely and effectively. The summit convenes municipal leaders, public safety professionals, and event practitioners from across the country to share best practices, operational strategies, and policy approaches that support the growing experience economy.

The program is structured across distinct educational tracks for planning, permitting, and public safety. Additional focus areas include film production as a special event, as well as nightlife and entertainment district management. MSES incorporates panels, keynote presentations, peer networking, and evidence-based training and debriefs from national subject-matter experts.

New for 2027, the summit will introduce a full-day Academy designed as an immersive classroom experience prior to the official summit. This program will provide in-depth training on event safety, risk management, and large-scale event production.

Participation in MSES may support continuing education and annual in-service training requirements across multiple disciplines, including code compliance, law enforcement, fire prevention, and emergency management, depending on departmental standards and approval.

The 2027 Summit will take place in Knoxville, Tennessee. After reviewing prior summit programming and outcomes, I am confident that attending will provide valuable insight, practical tools, and professional connections that directly support our work.

Participation will strengthen our operations by providing:

  • Proven strategies for event planning, permitting, and interdepartmental coordination

  • Public safety frameworks for managing large-scale and complex events

  • Exposure to innovative tools and practices used by peer cities

  • Direct engagement with professionals addressing similar challenges

The summit includes structured training sessions, expert-led panels, and peer exchange opportunities designed to improve operational effectiveness and reduce risk in municipal event management.

This investment supports improved operational efficiency, risk mitigation, and coordinated response across city departments.
